Its a challenge response system. They are called CAPTCHAs. They are used to prevent automated tools from posting comments, voting, buying tickets, etc since computers have a harder time determining what the image is.

What the others have said, but also these things with two words are (often? always? not sure) called reCAPTCHAs. They help digitize books as well as being quite good at stopping spam (by ensuring the potential commenter/buyer/whatever is human).
